L07________: SECTION 2. For a territory's plea for statehood to go to
L08________: Congress, it must already have incorporated territorial
L09________: status and the plebiscite must pass with a supermajority of
L10________: two-thirds of the total population.
L11________: SECTION 3. For a territory's plea for independence to go
L12________: Congress, the plebiscite must be pass with a supermajority
L13________: of two-thirds of the total population.
L14________: SECTION 4. A territory's plea for commonwealth status or
L15________: incorporated status can be won with a simple majority of
L16________: 50%, but incorporation can only be received by a territory
L17________: already having commonwealth status.
L18________: SECTION 5. If the plebiscite indicates a territory's
L19________: decisive desire to change its status, Congress shall hold
L20________: an immedate vote to allow or reject the proposed change.
